Amid growing discussion following the cancellation of Circoloco's much-anticipated India debut, Maharashtra has begun work on a Standard Operating Procedure (SOP) aimed at streamlining approvals for large-scale live events in the state. The proposed framework is expected to simplify what organisers have long described as a fragmented and time-consuming permissions process, while creating a more structured approach for hosting major concerts, festivals and entertainment events.

According to a state government resolution, a 24-member committee comprising representatives from government departments and members of the live events industry has been constituted to prepare the SOP. The panel will work on developing a one-window approval system designed to ease permissions and logistical clearances for big-ticket events. The Director General of Information and Public Relations will head the committee.

The move is being seen as a significant attempt to address longstanding concerns raised by promoters and event organisers, particularly after recent controversies highlighted the complexities involved in securing approvals for large gatherings.

'Industry-Friendly' SOP For Event Approvals

The government resolution states that Maharashtra intends to formulate an "effective and industry-friendly" SOP covering permissions, coordination and other logistical requirements needed to organise major live events.

Officials have indicated that the framework will aim to reduce procedural hurdles while maintaining safety and regulatory oversight. The proposed SOP is also expected to align with guidelines being prepared by the Centre for the organisation of live events across the country, suggesting that the state-level framework may ultimately operate in sync with a broader national approach.

For the live entertainment industry, which has often flagged regulatory uncertainty as a challenge, the move could potentially mark a structural shift in how large events are planned and executed in Maharashtra.

24-Member Committee To Include Police, Civic And Emergency Officials

The committee tasked with drafting the SOP brings together senior officials from law enforcement, civic administration and emergency services, alongside representatives from the live events sector.

Among those included are senior police officers such as the Additional Director General of Police (Law and Order), Additional DGP (Traffic), and the Joint Commissioner of Police, Mumbai. Civic representation includes officials such as the Additional Municipal Commissioner of the Brihanmumbai Municipal Corporation (BMC) and Additional Collectors from Mumbai city and suburban districts.

The panel also includes top officials from Maharashtra Fire and Emergency Services, underscoring the focus on integrating safety, crowd management and emergency response into the proposed framework.

By involving multiple stakeholders in the drafting process, the state appears to be seeking a model that balances ease of doing business with security and operational preparedness.

At present, organisers of large concerts and events often have to secure approvals from around 10 to 15 separate authorities, including police, traffic departments, fire services and civic bodies.

Industry stakeholders have frequently described the process as cumbersome, layered and time-intensive, with overlapping permissions often causing delays and uncertainty in event planning. For major international events, where production schedules and artist commitments are tightly managed, these challenges can have serious consequences.

The proposed one-window approval mechanism is expected to address these concerns by centralising permissions under a more coordinated system, potentially reducing duplication and improving predictability for organisers.

External Agency To Build Permissions Dashboard

According to a report in The Indian Express, as part of the process, the state government has also cleared the Directorate General of Information and Public Relations to begin appointing an external agency that will help create a digital dashboard and supporting mechanism for facilitating permissions under the upcoming SOP.

The dashboard is expected to serve as a key operational tool, enabling organisers to navigate approvals through a more structured system once the framework is finalised. While details are still being worked out, the move signals that the government is looking beyond policy formulation and considering technological infrastructure for implementation as well.

Circoloco Cancellation Triggered Fresh Debate

The announcement comes against the backdrop of the cancellation of Circoloco's India debut earlier this month, an incident that sparked disappointment and renewed debate over event approvals in the state.

The globally recognised electronic music event, originally scheduled for April 19 at Jio World Garden in Bandra Kurla Complex, was set to mark its first India edition and had generated significant anticipation.

More than 4,000 tickets had reportedly been sold, and attendees had travelled from the UK, Costa Rica, Dubai and Sri Lanka, in addition to several Indian cities, for the event. Yet the show was called off just a day before it was due to take place, leaving fans and organisers stunned.

A letter shared through Circoloco's official account said police had denied permission for the event, citing concerns over a "likelihood of large-scale uncontrolled crowd causing chaos and disturbance, which may lead to law and order problems".
